Germany and Angola: Bilateral relations

Germany agreed a comprehensive partnership with Angola in July 2011. The Bilateral Commission that was subsequently established with the participation of various ministries last convened in January 2020. The main pillars of cooperation are economic relations in the areas of infrastructure and energy, as well as relations in the fields of culture and science.

In 2010, a Delegate Office of German Industry and Commerce was opened in Luanda. Germany launched dialogue on hydrogen with Angola in 2021 and opened the German-Angolan hydrogen diplomacy office H2-Diplo in 2022.

The volume of bilateral trade stood at some 600 million euro in 2022, with imports to Germany worth approximately 320 million euro and exports to Angola worth 282 million euro.

In the sphere of German development cooperation, Angola has since 2012 been participating only in regional projects. This includes development cooperation with the Southern African Development Community (SADC), with a focus on cross-border water management and the transborder protection and use of natural resources, as well as financial cooperation projects.

More than 2000 Angolan citizens studied or received technical training in the GDR. This group continues to have an affinity with Germany and the German language. A considerable number of Angolans have returned to their country with an excellent knowledge of German and with dual citizenship. A German-Angolan cultural agreement has been in force since August 2012 and forms the legal basis for the Goethe-Institut in Angola, which opened in 2009.
